While an EMC/EMI/ESD standard is being developed or revised, access to it is largely limited to the companies and organizations that have members on the Standards Committee. Sometimes, late in the process, the Standards Committee will make a draft version of the standard available for public comment, with the tacit understanding that it may:

To check on the status of European Norm (EN) standards and their amendments:

  1. Go to the CENELEC home page
  2. Type the standard number (without the "EN") in the Database search box, and hit Enter.
  3. Click on the link for the standard/ amendment (an "Fp" means that work on this document is still in process, and it has not yet been approved).
  4. If the Reference document: line says "(Modified)", the EN standard differs from the reference standard.
  5. Dor is the date of ratification-- the date that the Standards Committee aproved the standard/ amendment-- in yyyy-mm-dd format.
  6. Dav is the date of availability-- the date that the standard is made available to all of the National Standards Bodies in the official languages of the European Union (EU). This is the earliest date that National Standards Bodies can publish the standard/ amendment, and make it available to the general public.
  7. Doa is the date of announcement-- the latest date for National Standards Body to announce the existence of the EN standard.
  8. Dop is the date of publication-- the latest date for National Standards Bodies to publish identical national standards, or to endorse the EN standard.
  9. Dow is the date of withdrawal-- the latest date for National Standards Bodies to withdraw national standards that conflict with the new EN standard/ amendment (i.e. typically the previous version of the standard). The Dow is usually 36 months after the Dor.

We use these dates when an EN standard lists another EN standard in Annex ZA as a normative reference, but does not specify the year. We are supposed to use an active (not obsolete) version of the referenced standard. In these web pages, I have indicated active standards by putting their numbers in bold text.

With regard to EN standards serving as Harmonized Standards under EU Directives, such as the EMC Directive 2004/108/EC, the European Commission can override dates set by CENELEC. To check the official dates when we may/ must start/ stop using an EN standard for the EU:

  1. Go to the EUR-Lex search page.
  2. Type "2004/108/EC" in the Search for box, and hit Enter.
  3. Click on "pdf" under recent entries titled "Commission communication in the framework of the implementation of Directive 2004/108/EC ...". (For example, in mid December 2009 the most recent full listing was OJ C 126, dated 5.6.2009 (June 5, 2009), with a small correction OJ C 197, dated 21.8.2009 (August 21, 2009).

We may start using an EN EMC/EMI/ESD standard once it has been listed in the Official Journal of the European Union (OJ) under the EMC Directive 2004/108/EC-- and list it in Declarations of Conformity (DoC's). We must start using the standard (stop using the superceded standard) when we reach the standard's/ amendment's date of cessation of presumption of conformity of the superceded standard (DOCOPOCOSS). We then must use the standard until a superceding standard is listed in the OJ. At this point we can use this standard or the superceding standard. Then we may use the standard until the DOCOPOCOSS of the superceding standard-- at which point the DoC's must be updated to the superceding standard. The change to the DoC's may be:
